Pure Ice in BRIGHT green but you have to put on three coats. its awesome!
I use Stargazer nail polish, I have the bright pink, green and yellow they're soo bright! They kinda glow outside
i think try on a professional saloon to put real gold on your nails or diamond powder
it's not cheap but not expensive either
try a bright screaming yellow, you can find it at target or a sally hansen beauty store, they would have it but yellow really screams
try O.P.I or Orly they have some bright colors.
any florescent neon colors will do the trick :)

You may have to get several colors and mix them to try to get the color.
lime green, metalic orange, and (and this is the worst) neon yellow.
